EAB Quarantine and Compliance in Illinois


Quarantine Restrictions 

USDA-APHIS has quarantined the entire state of Illinois from moving Ash products outside the state.  In addition, the Illinois Department of Agriculture has imposed a state quarantine for 41 northeastern, east central and central Illinois counties of Illinois.  These 41 counties are restricted from intrastate movement. Specific boundaries are at the bottom of this page.  The quarantines prohibit the removal of the following items from the respective quarantine areas:

  • The emerald ash borer in any living stage of development
  • Ash trees of any size
  • Ash limbs and branches
  • Any cut, non-coniferous firewood
  • Bark from ash trees and wood chips larger than one inch in two dimensions from ash trees
  • Ash logs and lumber with either the bark or the outer one inch of sapwood, or both, attached
  • Any item made from or containing the wood of the ash tree that is capable of spreading the emerald ash borer
  • Any other article, product or means of conveyance determined by the Illinois Department of Agriculture to present a risk of spreading the beetle infestation

 Transporting of Materials

From April 30 to Sept. 1, regulated article(s) originating on infested properties shall only be transported within regulated areas in an enclosed vehicle or a vehicle completely enclosed by a covering, such as canvas, plastic or other tightly woven cloth, adequate to prevent the passage of the Emerald Ash Borer.  

Anyone convicted of moving prohibited items from the quarantine areas without prior certification by an Illinois Department of Agriculture nursery inspector may be fined up to $500.

Quarantine Boundaries Defined 
Effective November 7, 2014          

Regulated Areas, shall read:

1.The counties under quarantine are Boone, Bureau, Carroll, Champaign, Clark, Coles, Cook, Cumberland, DeKalb, DeWitt, Douglas, DuPage, Edgar, Effingham, Fayette, Ford, Grundy, Henderson, Henry, Iroquois, Jo Daviess, Kane, Kankakee, Kendall, Knox, Lake, LaSalle, Lee, Livingston, Macon, Marion, Marshall, McHenry, McLean, Mercer, Moultrie, Ogle, Piatt, Putnam, Rock Island, Shelby, Stark, Stephenson, Vermilion, Warren, Whiteside, Will, Winnebago and Woodford.

2. Any other area within the State of Illinois where the presence of the Emerald Ash Borer (Agrilus planipennis Fairmaire) is confirmed in the future.These amendments to the Quarantine shall be effective on or after this 10th day of November 2011. All other provisions of the original quarantine, as previously amended, shall remain in full force and effect.
