The Director serves as chairperson of the following: Advisory Board of Livestock Commissioners approves the rules and regulations of the Agriculture Department pertaining to the prevention, elimination and control of diseases in domestic animals and poultry. Board of Agricultural Advisors advises the Agriculture Department on policy matters and practices and reviews funding recommendations and projects of the Fertilizer Research and Education Council. Board of State Fair Advisors advises the Agriculture Department on matters concerning the operations of the Illinois State Fair and the State Fairgrounds. County Fair Advisory Board DuQuoin State Fair Advisory Board Export Promotion Coordinating Council develops a strategic plan for promoting and expanding the export of Illinois-produced goods, services and commodities. The council coordinates international agricultural exports with Illinois businesses, seeks funding for state export programs and activities, studies the effect of state tax laws on international trade, and may administer an export development internship program in cooperation with higher education institutions. Fertilizer Research and Education Council solicits research and education projects consistent with the scope of the established fertilizer research and education program, evaluates the proposed budget for projects and monitors projects' progress. Illinois Grain Insurance Corporation is responsible for oversight of the Illinois Grain Insurance Fund. Illinois Horse Racing and Breeding Industry Promotion Board promotes the Illinois horse racing and breeding industry by using funds appropriated through the Illinois Horse Racing Act. Illinois Standardbred Breeders Fund Advisory Board promotes the breeding of standardbred horses in Illinois. The board assists and advises the Agriculture Department in the expenditure of monies appropriated from the Illinois Standardbred Breeders Fund. Illinois Thoroughbred Breeders Fund Advisory Board promotes the breeding of thoroughbred horses in Illinois. The board assists and advises the Agriculture Department in the expenditure of monies appropriated from the Illinois Thoroughbred Breeders Fund. Interagency Committee on Farmland Preservation prepares policy statements and working agreements for state agencies specifying agencies' policies toward farmland preservation and the administrative process used to implement their policies. Interagency Committee on Pesticides serves as an advisory body concerning the use of pesticides on state property. The committee advises state agencies in connection with quarantine programs and the protection of the public health and welfare and recommends legislation concerning pesticides. Seed Arbitration Act - Review Committee and Seed Arbitration Council investigates complaints and attempts to negotiate settlements concerning seed. The council reports findings and recommendations to the director of the Agriculture Department. The Director is a member of the following: Advisory Board for Conservation Education makes recommendations concerning Illinois' conservation education program. Agrichemical Facility Response Action Program Board reviews and approves agrichemical facility remediation programs and corrective action plans. The board periodically reviews the Agriculture Department's administration of the Agrichemical Incident Trust Fund. Hazardous Materials Advisory Boardadvises the Agriculture Department regarding the placarding of hazardous materials in fixed locations, the reporting of accidents involving hazardous materials and the placarding of transportation of hazardous materials. Illinois Forestry Development Council studies and evaluates Illinois' forestry resources and industry. Illinois Geographic Information Council studies, develops and promotes recommendations of the Geographic Information Management Technology Task Force and examines ways Illinois can enhance the development of a multifaceted electronic network. Interagency Coordinating Committee on Groundwater reviews, evaluates and makes recommendations on the policy, procedures and status of groundwater quality and protection. Interagency Wetlands Committee advises the director of the Agriculture Department in administering wetland regulations and develops educational material to promote the protection of wetlands. Natural Resources Coordinating Council State Soil and Water Conservation Districts Advisory Board advises the Agriculture Department in establishing policy concerning the State Soil and Water Conservation Districts Act. The board also offers assistance to soil and water conservation district directors and coordinates a comprehensive state erosion and sediment control program. The Agriculture Department is represented on the following: Aquaculture Industry Advisory Committee assists the director of the Agriculture Department in developing and implementing a state aquaculture plan and rules necessary for implementation of the Aquaculture Act. The committee helps establish research and development priorities and promote aquaculture in Illinois. Association of Illinois Soil and Water Conservation Districts-Soil and Water Conservation District Capacity Building Committee Association of Illinois Soil and Water Conservation Districts Standing Committees Cattle Disease Research Committee advises the Agriculture Department concerning potential research projects and methods by which the results of such projects should be distributed so as to best serve Illinois' livestock industry. Conservation 2000 Conservation Practices Committee Conservation 2000 Program Development and Expansion Grant Committee Conservation 2000 Streambank Stabilization and Restoration Illinois Advisory Council To Mississippi River Parkway Commission Illinois Bikeway Council Illinois Green ways and Trails Council Instream Flow Resources Committeeidentifies ways to protect and manage the instream flow resources of Illinois. Laboratory Review Board examines ways to the state can use its laboratory equipment more efficiently and reviews expenditures for private testing and construction. Natural Resources Conservation Service Prime Farmland Preservation Work Group Natural Resources Coordinating Council Watershed Management Committee Natural Resources Coordinating Council State Training Committee Partnership Quality Steering Team Pest Control Compact helps states learn about and adapt pest control programs used by other states. Pseudorabies Advisory Committee consults periodically with the director of the Agriculture Department concerning changes in the pseudorabies control program. Rural Partners State Watershed Priority Committee Structural Pest Control Advisory Council assists the Agriculture Department in developing guidelines for integrated pest management programs. Sustainable Agriculture Committee seeks funding for research on methods of agriculture production which result in the highest rate of return and preservation of the environment and farmland. Swine Disease Control Committee advises the Agriculture Department concerning potential research projects and methods by which the results of such projects should be distributed so as to best serve Illinois' livestock industry. Technology Innovation and Commercialization Grants in Aid makes recommendations on projects to be funded and assists the Agriculture Department in monitoring projects and evaluating the program's impact within Illinois. Uniform Act Coordinating Council U.S. Department of Agriculture - State Food and Agriculture Council Wastewater Land Treatment Site Regulation Act - Steering Committee issues reports concerning wastewater land treatment programs. Water Quality Focus Group The Agriculture Department oversees the following task forces: Livestock Industry Task Forcedevelops recommendations to enhance the economic viability, consumer focus and environmental responsibility of Illinois' livestock industry. Weights and Measures Task Force issues recommendations to the Govenor and General Assembly concerning the use of portable wheel-load and axle-load scales.
